Is there a difference between an extra large and 1X in women's clothing? Where can I find petite plus sizes?

I'm really short, not even 5 meters high, but I should be on the wearing of a 1 X … The only thing that all women plus sizes is I have seen, is a long way when I will try the boob part is too big (my breasts are just starting, such as cups, and they make plus size clothes only fit with Big Boobs BBW's), and as the arm holes are far too big, so you see my bra and half from my side.
